Why ISPM-15 Compliance Matters at US Export Ports

ISPM-15 (International Standards for Phytosanitary Measures No. 15) is the international standard requiring wood packaging materials used in international trade - including pallets, crates, and dunnage - to be heat treated or methyl bromide fumigated to eliminate invasive insects and plant diseases.

Over 180 countries enforce ISPM-15, including all major US trading partners. Non-compliant wood packaging is rejected at destination ports, returned at the shipper's expense, or destroyed. A single rejected container due to pallet non-compliance can cost a shipper $5,000-$15,000 in re-inspection fees, re-export costs, and delayed delivery penalties.

ISPM-15 Quick Reference

  • Treatment required: Heat treatment (HT) to 56°C for 30 min minimum
  • Mark required: IPPC logo + country code + producer # + HT
  • Enforcement: 180+ countries including EU, China, Japan, Brazil
  • Applies to: All wooden pallets, crates, and dunnage in international shipments
  • Penalty: Rejection, return, or destruction at destination port
  • Exemptions: Plastic pallets, processed wood (plywood), thin wood (<6mm)
