What ISPM-15 means for US exporters

ISPM-15 (International Standards for Phytosanitary Measures No. 15) is the global standard for wood packaging used in international shipping. It is enforced by 180+ countries and verified by customs inspectors at port-of-entry. Non-compliant or damaged stamps trigger phytosanitary fumigation, re-export at sender expense, or in some cases load destruction.

The standard exists to prevent the spread of wood-boring pests across international borders. Heat treatment at 56C core for 30 continuous minutes kills the wood-boring insect larvae responsible for forest-pest outbreaks. The IPPC stamp burned into the wood proves the pallet was treated at an APHIS-registered facility (in the US) or NPPO-recognized facility (internationally).

What the IPPC stamp contains

The IPPC stamp shows four elements inside a border: (1) the IPPC wheat-stalk logo, (2) the two-letter ISO country code (US for the United States), (3) the registered facility/treatment-provider number issued by APHIS, and (4) the treatment code (HT for heat treatment, MB for methyl bromide which is being phased out). The mark must be permanent (burned in, not stickered or hand-drawn) and legible on at least two opposite sides of each pallet.

Countries that require ISPM-15

180+ countries including all EU member states (Germany, France, UK, Spain, Italy, Netherlands, Poland, etc.), China (with intensive inspection at Shanghai, Ningbo, Shenzhen, Tianjin ports), India, Japan, South Korea, Australia, New Zealand, Brazil, Argentina, Chile, all of Southeast Asia (Vietnam, Thailand, Indonesia, Philippines, Malaysia), most of Africa (especially South Africa and Egypt), and the Middle East. The US, Canada, and Mexico are mutually exempt under USMCA (formerly NAFTA) for solid wood pallets without bark; ISPM-15 is required for third-country pallets re-exported through these countries.

What happens at customs if your pallets fail

Customs and Border Protection (CBP) inspectors and equivalent foreign agencies verify the IPPC stamp and per-load certificate at port-of-entry. Three outcomes are possible: (1) compliant pallets clear customs and proceed to consignee, (2) non-compliant pallets are subject to phytosanitary fumigation (typically $500-2,500 per load + 5-10 day delay), (3) severely non-compliant or damaged loads are re-exported at sender expense or in some cases destroyed.

The most common failures are: stamp legibility compromised by water, dirt, or wear; stamp present on only one side instead of the required two; hand-drawn or stickered stamps (rejected as falsifiable); broken pallets where the stamped sections are missing; or missing per-load treatment certificate documentation.

Frequently Asked Questions

What is ISPM-15?

ISPM-15 (International Standards for Phytosanitary Measures No. 15) is the global standard for wood packaging in export. Required by 180+ countries. Compliance requires heat treatment at 56C core for 30 continuous minutes at a USDA-registered/NPPO-recognized facility, the IPPC stamp burned into the wood, and per-load treatment certificates.

What does the IPPC stamp contain?

Four elements: the IPPC wheat-stalk logo, the two-letter ISO country code (US for the United States), the registered facility/treatment-provider number issued by APHIS, and the treatment code (HT for heat treatment). The mark must be permanent and legible on at least two opposite sides.

What countries require ISPM-15?

180+ countries including all EU member states, China, India, Japan, Australia, Brazil, Argentina, all of Southeast Asia, and most of Africa. US, Canada, and Mexico are exempt between themselves under USMCA (NAFTA exemption retained) for solid wood without bark.

What happens if a pallet fails customs inspection?

Non-compliant or damaged stamps trigger phytosanitary fumigation at port-of-entry (expensive + slow, often delays release by 5-10 days), re-export at sender expense, or in some cases load destruction. CBP inspectors verify the IPPC stamp + certificate at port-of-entry.

How long is an ISPM-15 certificate valid?

Treatment does not expire on the stamp, but pallets must be in clean, dry, undamaged condition. If a pallet is broken, contaminated, or repaired with non-treated boards, ISPM-15 compliance is invalidated. {brand} ships ISPM-15 stock in new or like-new condition with treatment certificates dated within the last 30 days.

Are plastic pallets exempt from ISPM-15?

Yes. ISPM-15 applies only to wood packaging. Plastic, metal, and composite pallets are exempt. HDPE plastic pallets are common for international shipments of pharmaceuticals and food because they require no treatment, no documentation, and offer wash-down at 180F.

Where can I source ISPM-15 pallets in the US?

{site} APHIS-registered heat treatment facilities in Tampa and Jacksonville produce ISPM-15 pallets with same-day staging for orders confirmed by 2 PM EST. Per-load treatment certificates included at no additional cost. Some competitors charge $50-150 per certificate; we do not.
